The Basic Threats of Demographic Safety in the Republic of Sakha (Yakutia) and the Priorities of the Regional Demographic Policy

Вопросы демографической безопасности имеют особую значимость для северных регионов России в силу специфики формирования населения, экстремальных природно-географических и социально-экономических условий регионов. Эти факторы оказывают существенное влияние на состояние демографической безопасности регионов Севера. Цель исследования состоит в выявлении региональной специфики воспроизводства населения и определении основных угроз демографической безопасности с применением методов демографического анализа. По сравнению с предыдущими работами уточнены современные тенденции в развитии демографического потенциала, проанализирована региональная демографическая политика. Анализ воспроизводства населения позволяет определить в качестве основных угроз такие, как сохранение миграционного оттока, наличие высоких потерь трудоспособного населения в результате преждевременной смертности от внешних причин смерти; сохранение сверхсмертности мужчин, постарение населения, наличие безбрачия коренного населения. В формировании численности населения сохраняется отрицательная роль миграционного оттока населения, который почти в 2 раза превышает соответствующие показатели по Дальневосточному федеральному округу. Начиная с 2015 года вновь появилась тенденция к снижению естественного прироста населения: за 2014–2017 гг. он сократился на 32 %. Серьезные угрозы отмечаются в сфере смертности населения (значительная доля умерших в трудоспособном возрасте и умерших от внешних причин, высокая сверхсмертность мужчин), что в итоге формирует невысокую продолжительность жизни населения. В итоге это отражается на отсутствии значимого демографического роста, относительно невысокой ожидаемой продолжительности жизни. Явственным становится процесс постарения населения. Отмечается значительное безбрачие среди коренного населения республики. Республика Саха (Якутия) имеет значительный опыт в реализации демографической политики. Однако на современном этапе существующие угрозы демографической безопасности недостаточно адекватно отражаются в мерах региональной демографической политики.Issues of demographic security are of particular importance for the Northern regions of Russia due to the specifics of the formation of the population, extreme natural-geographical and socio-economic conditions of the regions. These factors have a significant impact on the demographic security of the regions of the North. The aim of the study is to identify the regional specificity of population reproduction and identify the main threats to demographic security using the methods of demographic analysis. Compared to previous works by contemporary trends in the development of the demographic potential are refined, regional demographic policy was analyzed. Analysis of the reproduction of the population allows to identify as the main threats to the persistence of migration, the presence of high losses of able-bodied population due to premature mortality from external causes of death; conservation of high mortality of males, the aging of the population, the presence of the celibacy of the indigenous population. In the formation of the population, the negative role of migration outflow of the population remains, which is almost 2 times higher than the corresponding figures in the Far Eastern Federal district. Since 2015, the tendency to decrease in natural population growth has reappeared: in 2014–2017 it decreased by 32 %. Serious threats are noted in the sphere of mortality of the population (a significant proportion of those who died in working age and died from external causes, a high death rate of men), which eventually forms a low life expectancy of the population. As a result, this is reflected in the absence of significant demographic growth, relatively low life expectancy. The process of aging of the population is becoming clear. There is considerable celibacy among the indigenous population of the Republic. The Republic of Sakha (Yakutia) has considerable experience in the implementation of demographic policy. However, at the present stage, the existing threats to demographic security are not adequately reflected in the measures of regional demographic policy
